B-BBEE Should Support Your Business Strategy
Ask ten business owners what B-BBEE means and many will answer:
“It’s about compliance.”
While compliance could be part of the conversation, it should never be the starting point.
The more important question is:
What role should B-BBEE play in helping your business achieve its commercial objectives?
For some businesses, B-BBEE creates access to new markets and customers.
For others, it has very little impact on their day-to-day operations.
Understanding that difference is where good business decisions begin.
Every Business Is Different
There is no single B-BBEE strategy that suits every business.
The appropriate approach depends on factors such as:
- who your customers are;
- which industries you serve;
- whether you supply government or the private sector;
- your growth ambitions; and
- the opportunities you want your business to pursue.
For one business, improving a B-BBEE level may create significant commercial opportunities.
For another, the return on that investment may be far less significant, or even futile.
The objective is not simply to improve a score.
The objective is to make informed business decisions.
Compliance Is Important—But It Isn’t the Destination
Meeting regulatory requirements is important. B-BBEE is actually not a regulatory requirement, and a business can decide whether to comply with it or not. .
Business owners should ask broader questions.
Will this support our growth strategy?
Will it strengthen relationships with key customers?
Will it improve our competitiveness?
Will it create opportunities that justify the investment?
B-BBEE compliance becomes far more valuable when it supports clearly defined business objectives.
Understanding the Different B-BBEE Codes
There are two things to know about B-BBEE.
The first is that there are three main areas within the Codes. The three areas are:
- EME – Exempt Micro Enterprise: Normally turnover below R10 million per annum.
- QSE – Qualifying Small Enterprise: Normally turnover between R10 million and R50 million per annum.
- Generic Enterprise: Normally turnover above R50 million per annum
The second is that there are certain sectors which has slightly different rules and limits. Examples include sectors such as Financial Services, Construction, ICT, Property, Tourism and Transport. It is important to recognise that some industries operate under their own sector codes, reflecting the specific characteristics and transformation priorities of those sectors.
When a business does not fall under a specific sector charter code, it falls under the Generic B-BBEE Codes (not to be confused with a generic enterprise), which apply to most businesses in South Africa.
For a small business qualifying as EME, the following is important:
- 100% black-owned: Level 1 (135% procurement recognition)
- Above 50% black-owned: Level 2 (125% procurement recognition)
- 50% black owned or below, up to 100% white-owned: Level 4 (100% procurement recognition)
Before making important B-BBEE decisions, business owners should establish which code applies to their business.
Regardless of the applicable code, the underlying business principle remains the same:
B-BBEE should support your business strategy—not replace it.
Questions Worth Asking
Before investing time, money and resources into improving your B-BBEE position, consider asking:
- Why is B-BBEE important to our business?
- Which customers or markets expect a particular B-BBEE level?
- Will improving our B-BBEE position create meaningful commercial opportunities?
- Are we investing in initiatives that support both compliance and long-term business growth?
- Does our current approach align with our overall business strategy?
These questions often provide greater clarity than simply focusing on scorecards or points.
Better Business Decisions Create Better Business Outcomes
B-BBEE should never be viewed as an isolated compliance activity.
When aligned with the objectives of the business, it can strengthen customer relationships, improve competitiveness and create opportunities for sustainable growth.
Like any important business decision, the emphasis should remain on achieving meaningful outcomes rather than simply completing a compliance process.
